Rules on the Registration of Players at Mini Football Level
(‘U7 to U10 age group’)
Introduction
1. North Wales Coast Football Association is responsible for the centralization of registration of all players at Junior level who are registered with all Junior leagues affiliated with the North Wales Coast Football Association.
2. All players must register with the North Wales Coast Football Association through their respective leagues. Players not registered with the North Wales Coast Football Association will be deemed ineligible to participate in competitive football within the jurisdiction of the North Wales Coast Football Association. Players who participate at Under 11 age group and below are also required to register with the NWCFA through their respective leagues even though they do not participate in competitive football.
3. The North Wales Coast Football Association provides a standard registration form which must be used by all affiliated Junior leagues. These forms will be supplied only to league secretaries or other nominated league officials. These forms will not be supplied direct to managers by the North Wales Coast Football Association.
4. Managers/Club Officials will be responsible for ensuring that all details
recorded on the registration forms are correct. Person(s) knowingly recording false details on such forms will be subject to disciplinary proceedings, where the Council shall have the power to suspend, remove, expel, fine or otherwise deal with any official, member or non-contract player of any affiliated league or club who may in their opinion be proved guilty.
5. A player will be individually registered and all registration forms will be completed on an annual basis and will include two photographs of the player, these photographs will be updated each year.
6. A player will be deemed registered when a fully completed registration form
is received by their respective league registration secretary or other nominated official. Incomplete registration forms will be returned to their source and therefore deem a player ineligible until such form is properly completed to the satisfaction of the league registration secretary or other nominated league official.
7. Section (A) of the registration form will be submitted by the league registration secretary or other nominated league official, to the North Wales Coast Football Association Registration Secretary. If this section is
fully completed to the satisfaction of the NWCFA Registration Secretary
the form will be returned to the league concerned and the player in
question will not be eligible to participate in any form of competitive football within the jurisdiction of the NWCFA until such date that a fully completed form is received by the NWCFA Registration Secretary.
8. The NWCFA Registration Secretary will have the authority to over rule a league registration secretary or other nominated league official, as to whether a player is eligible or ineligible.
9. A league registration secretary or other nominated league official will submit Section (A) of the registration form to the NWCFA registration secretary so as to reach him within twenty one days from the date the player was registered by his/her league registration secretary or other nominated league official. The Registration Form (JLR 1).
10. Player registration forms will be issued in book format which will contain twenty registration forms. An administration fee of £5 will be charged in relation to each book supplied to leagues and this will be payable to the NWCFA by the leagues concerned via the NWCFA registration secretary. Payment for such books will be made within fourteen days on receipt of a request of payment made by the NWCFA registration secretary.
11. The Player Registration Form will comprise of three sections (see appendix A) and this will be as follows:-
SECTION (A) - to be submitted to the North Wales Coast Football Association Registration Secretary
SECTION (B) - to be retained by league registration secretary or other nominated league official
SECTION (C) - to be returned to club/team representative who in turn will keep this section as a form of receipt/acknowledgement of registration and as a player identification slip
Under no circumstances will photostat copies of Player Registration Forms be accepted by the North Wales Coast Football Association Registration Secretary. Previous season forms used instead of the current season forms are also not acceptable. All such forms received by the NWCFA Registration Secretary will be classed as void.
12. The following information will be required on all player registration forms:-
(a) Name of league
(b) Name of team and age group
(c) Full name of player
(d) Player’s full postal address and telephone number
(e) Player’s date of birth
(f) Player’s country of birth and parents’ country of birth
(g) School player attends
(h) Signature of player on all three sections
(i) Signature of parent/guardian and manager/club official on Sections A
and B
(j) Dates of all signatures
(k) Two current photographs of player to be firmly attached on the space provided on Sections B and C of the forms. Managers to be responsible that all photographs are firmly attached
(l) Registration number (already stamped on form) and date of player’s
registration by league registration secretary or other nominated league official
(m) The signature of the league registration secretary or other nominated league official
The Procedure by Manager/Club Officials
13 (i) To ensure that all aspects of the form (where applicable) that is, Section (A), (B) and (C) are fully completed.
(ii) To ensure that all details recorded on the player registration form are
Correct before submitting forms to league.
(iii) To firmly attach current photographs of the player concerned to Section (B) and (C) on the registration form before submitting same to the league registration secretary or other nominated league official.
(iv) To submit all sections of the form to the league registration secretary or other nominated league official.
By the League Registration Secretary
14 (i) On receipt of the player registration form the league registration secretary or other nominated league official will duly date the registration form at Section (A) and (C) and this will be the date that the player becomes registered both by the league and the NWCFA but only if the league registration secretary or other nominated league official has complied with rule 14 (ii) below:
(ii) The registration form will already be stamped with a registration number and will be used by the league and the NWCFA.
(iii) On receipt of the registration form the league registration secretary or other nominated league official will send Section (A) of the form to the NWCFA registration secretary within three days of having endorsed the date of the player’s registration on the top right hand corner of Section (A) of this form.
(iv) The league registration secretary or other nominated league official will retain Section (B) of the form for league records only. Section (C) of the form will be retained by the team manager and this will act as a form of receipt/acknowledgement and most important, identification slip. Under no circumstance must a player be allowed to keep this identification slip, it must always remain with team managers. It is also important that players sign Section (C) of the form; failure to sign this section will render the identification slip void.
Identification Slip (Section C)
15 (i) As stated above, the identification slip will be retained by team managers and will be carried by that person to all NWCFA competitions and he / she will make them available for inspection by opposing team managers
and/or NWCFA Officials. It is advised that the ID slips be carried to all
league and domestic cup matches, however this is for the discretion of
individual leagues.
(ii) In NWCFA competitions teams may not refuse to play a fixture if they are unable to check their opposing team’s identification slips after having requested to inspect such identification slips. However in the cup competitions for a player for whom and ID slip is not readily available, rule 78 will apply. Team managers failing to produce such identification slips upon the request of opposing team managers must be reported to the General Secretary.
Transfer/Cancellation of Players
16. It will not be necessary to submit transfer/cancellation requests to the North Wales Coast Football Association for players involved at Mini Football level. Transfers/Cancellations of such nature are to be contained at league level.
17. The Council at its discretion shall have the power to deal with any matter not provided for under these rules. Note that the form relating to the registration of players within the jurisdiction of the NWCFA is identified as ‘Player Registration Form – JLR1’.
Registration/Transfer of Players at Junior Level from the age of U11 to U16 Divisions.
1. All players participating at Under 12 level and above within the jurisdiction of the NWCFA must register with the Football Association of Wales through their respective Leagues.
2. Player registration forms will be supplied by the FAW via the NWCFA Central Registration Secretary.
3. The NWCFA Central Registration Secretary will only supply forms to League Registration Secretaries. They will not be supplied direct to clubs/managers.
4. The forms must be fully completed and players must be registered on the FAW database before he/she may participate in football at junior level within the jurisdiction of the NWCFA.
5. There will be no charge for the forms as supplied by the FAW.
6. The registration of players must comply with the FAW rules and guidelines applicable to the registration of players at Junior level.
7. In addition to the FAW player registration forms, the NWCFA will supply a ‘Player Identification Certificate’ form. There will be a nominal fee charged to Leagues for the Identification Certificate. The fee will be 10pence per certificate that is to be payable to the NWCFA and Leagues will be invoiced regarding this payment.
8. The ID Certificate will be in duplicate and will require two up to date passport style photographs of the player registered with the FAW.
9. It is compulsory for this ID certificate to be completed and retained by Clubs and not players. League registration Secretaries will keep copies of all player ID Certificates.
10. The ID certificate must be brought to all NWCFA competitions and managers/clubs failing to produce such ID certificates upon request will be in breach of NWCFA rules and may be dealt with and punished by the said competitions committee (see Rule 82.1).
11. Player transfers will also be submitted/requested via the FAW.
12. Such requests will again be entered on the FAW database.
13. Transfer forms will be supplied by the FAW and are to be completed in accordance with FAW rules and guidelines.
14. Transfer of players will not be permitted after 12 midnight on the 31st December of any playing season.
15. Under special circumstances, the Associations’ Central Registration Secretary (on consultation with the General Secretary) may allow a transfer to be permitted after midnight on the 31st December.
16. The procedures/guidelines in the completion of registration and/or transfer forms are attached to the FAW registration/transfer forms as supplied by the FAW. These are to be strictly adhered to.
17. The NWCFA Central Registration Secretary will have access to all information supplied on the FAW database but will not divulge any of its contents to any person or agent.
18 Again, the Council, at its discretion, shall have the power to deal with any matter not provided for under these rules.
19 A Junior player shall only play for a club located within a regional boundary defined by the Area Association within which the junior player resides. Any exemption is to be considered and granted by the Area Association concerned and whose rules shall include details of their regional boundaries. Any exemption in relation to players and age groups in which they participate shall be considered by the Junior Leagues in which the player participates and shall be in accordance with the criteria set by the FAW from time to time.
